Radiation as high as what the canines are experiencing can cause death, disease and mutations. Though dogs already born will not have mutations, they may get a ghastly amount of radiation poisoning. Canines with this disease may bleed out of every orifice, loose their fur, become weak and frail, and experience open sores all over their bodies. They will look hideous and it will slowly kill them, if the council doesn't decide to take you out of your misery first.
Now those who are born in this state of radiation may die early do to disease, but may also experience mild to extreme mutations and deformation. Pups will be blind, deaf, maybe have a plethora of diseases or in extreme cases... be born with two heads, 6 legs or 3 legs. None of these mutations are meant to help the animal, they will all lead to weakness or death. Radiation kills, it does not strengthen.
If your character is 1 year old or less they can join with mutations.
